A letter from the General Tax Authority (GTA) asking for documents, announcing an inspection or amending a tax return is something most companies in Qatar will receive at some point. What follows is set by the Income Tax Law and its Executive Regulations, with fixed deadlines on both sides.

Many of those deadlines are short: 20 days to provide documents, 30 days to comment on audit results, 30 days to object to an assessment. Missing one can make an assessment final.

This guide explains what a tax audit means in Qatar, how far back the GTA can look, what happens during a review, how to object and appeal, the penalties the law sets and how penalty relief works, with the article behind each rule.

The short answer

In short

  • The GTA can assess tax for a year until five years after the year in which the return was filed, and for ten years if no return was filed (Income Tax Law Article 37).
  • During a review, documents the GTA asks for are due within 20 days, and comments on audit results within 30 days (Executive Regulations Article 39).
  • You can object to an assessment within 30 days; the GTA has 60 days to answer. You then have 30 days to take the matter to the Tax Grievance Committee, and 60 days from its decision to go to court.
  • Penalties are fixed amounts set by law. They can be waived only on request, at the GTA’s discretion, and a waiver is cancelled if you file a grievance.

What a “tax audit” means in Qatar

The phrase is used for different things.

Reviews of a company’s tax position in Qatar
ReviewWho does itWhat it is
GTA desk reviewThe General Tax AuthorityA check of returns and documents, often starting with a request for information
GTA field inspectionThe General Tax AuthorityA visit to the business to examine books, records and systems, announced at least 15 days ahead
Statutory auditThe company’s registered auditorThe yearly audit of the financial statements; audited accounts often go with the tax return
Tax health checkAn adviser chosen by the companyA voluntary review of tax returns and records before the GTA asks, to find and fix problems

For the statutory audit, see is an audit mandatory in Qatar.

How far back the GTA can go

The return a company files is treated as its own assessment of the tax (Income Tax Law Article 14). The GTA can then review and amend it within set periods.

The time limits are interrupted by notice of an assessment, by a payment, or by referral to the Tax Grievance Committee (Law Art. 37). Checked on 16 October 2026.

Because a review can reach back years, records must be kept for 10 years after the year they relate to, and longer while a dispute is open (Executive Regulations Article 36). See bookkeeping for SMEs in Qatar.

What happens during a GTA review

Article 39 of the Executive Regulations sets out the GTA’s powers and the steps of a review. A typical sequence is:

  1. 1

    Notice

For an inspection, the GTA notifies the company on a set form at least 15 days before it starts, stating the date and the tax periods under review. The inspection can take place at the GTA or at the company’s premises.

  2. 2

    Request for documents

The GTA can ask for information, documents, books and records. They are due within 20 days of the notification.

  3. 3

    Meeting

The GTA can invite the company or its tax agent to explain its activity and returns. What is said is recorded in minutes.

  4. 4

    Field visit

During working hours the GTA can visit the business, examine books and records, take copies, and inspect accounting software, systems and databases.

  5. 5

    Audit results

Before issuing an assessment, the GTA may share its results. The company has up to 30 days to comment and can ask for copies of the documents the GTA relied on.

  6. 6

    Assessment decision

The decision states the facts, the legal basis, the taxable income, the tax and penalties, the payment period and the right to object (Regulations Article 41).

Separately, GTA officers with judicial powers can inspect without advance notice during business hours (Income Tax Law Article 32). The company has the right to see their identification, to be present and to receive copies of documents taken (Regulations Article 38). Excise tax has its own audit and objection rules.

How to prepare: a checklist

A review goes faster when the documents are ready before the GTA asks. Keep these together for each open year:

Checklist

  • Filed tax returns and the financial statements that went with them
  • A reconciliation from accounting profit to taxable income, with the reason for each adjustment
  • Withholding tax statements, payment receipts and certificates for payments to non-residents
  • Contract notifications made to the GTA
  • A schedule of transactions with related parties
  • Fixed asset and depreciation schedules
  • Main contracts and invoices, and correspondence on Dhareeba
  • One named contact person, and who can give the GTA access to systems and reports
  • A copy of everything handed over, with the date

If you disagree: objection, Tax Grievance Committee and court

There are three stages, each with its own deadline. The English text of the law calls the first stage an appeal; it is usually called an objection.

Checked on 16 October 2026.

An objection is filed through Dhareeba with the service “Objection to the Tax Assessment”. It must name the decision, the items contested, the reasons and the supporting documents, and filing it suspends the assessment (Law Article 17). If no objection is filed within 30 days, the assessment becomes final and the tax is due.

The Tax Grievance Committee is set up within the GTA and chaired by a Court of Appeal judge chosen by the Supreme Judicial Council (Law Article 19). A grievance is filed through the GTA’s “Tax Appeal Request” service, and the committee can reduce financial penalties. After that, either the company or the GTA can appeal the committee’s decision to the Administrative Court of Appeal within 60 days. The court appeal does not suspend the committee’s decision unless the court orders it.

Delay runs from the day after the last deadline, including any extension. Penalties are doubled for a repeat breach within five years (Law Art. 29). The 2% charge is a penalty, not interest.

Serious cases, such as false books or deliberate evasion, are crimes punishable by imprisonment of up to one year and a fine of up to three times the tax (Law Article 26). For filing penalties in detail, see how to file a corporate income tax return.

Asking for penalty relief

The GTA President can waive financial penalties wholly or partly, up to QAR 500,000 for each tax year, and the Minister above that, if the company gives reasons the GTA accepts (Law Article 25; Regulations Article 49). Relief is discretionary, not a right.

A request is made through Dhareeba with the “Reduction of Penalty” service, choosing the penalties and giving the reasons and documents. It is not available for tax evasion. If the GTA does not reply within 60 days, the request is treated as rejected.

There is a trade-off to weigh, because a waiver is cancelled if the company files a grievance with the Tax Grievance Committee (Law Article 25). Decide which route to take before using either. Note also that the GTA’s 100% financial penalty exemption initiative ended on 31 December 2025. Companies that used it pledged to stay compliant for 2026 to 2028, so deadlines matter even more for them; see the Qatar compliance calendar 2027.

Where a tax health check fits

A tax health check reviews your returns, reconciliations, withholding tax and records before the GTA asks, so gaps can be fixed and documents put in order. Tax audit services in Qatar usually mean this kind of review and preparation support, not a statutory audit. Our tax advisory service includes a tax health check and support preparing for a review.

Representing a company before the GTA is the role of a tax agent registered with the GTA, and the company’s own auditor can never act as its tax agent (Executive Regulations Article 65). For an overview of the taxes involved, see taxes in Qatar for companies. To discuss a health check, request a proposal.

Frequently asked questions

What is a tax audit in Qatar?

A GTA review of a company’s tax returns, books and records within the legal time limits, either as a desk review or a field inspection (Executive Regulations Article 39). It is different from the yearly statutory audit of the financial statements.

How many years back can the GTA audit?

Five years after the year in which the return was filed. If no return was filed, ten years after the tax year, and for an unregistered company ten years from when the GTA discovers the activity (Income Tax Law Article 37).

How much notice does the GTA give before an inspection?

At least 15 days for a tax inspection, with the date and the tax periods under review (Regulations Article 39). Officers with judicial powers can inspect without notice during business hours.

How long do I have to send documents the GTA asks for?

20 days from the date of notification (Executive Regulations Article 39).

How do I object to a tax assessment?

Within 30 days of notification, through the Dhareeba service “Objection to the Tax Assessment”, stating the items contested, the reasons and the documents. The objection suspends the assessment (Law Article 17; Regulations Article 42).

What if the GTA does not answer my objection?

After 60 days without an answer, the objection counts as rejected. You then have 30 days to take the matter to the Tax Grievance Committee (Law Article 18; Regulations Article 43).

Can tax penalties be waived in Qatar?

Yes, wholly or partly, on request and on reasons the GTA accepts. Relief is discretionary, and it is cancelled if you file a grievance. The 2025 exemption initiative has closed (Law Article 25; Regulations Article 49).

Is the 2% late payment charge interest?

No. It is a financial penalty of 2% of the tax for each month or part of a month of delay, capped at the amount of the tax (Income Tax Law Article 24(2)).
