ICV certification support in Qatar
An ICV certificate confirms a supplier’s In-Country Value score under QatarEnergy’s Tawteen programme. Only certifiers prequalified by Tawteen can issue it, and Thiqa Consulting is not one of them. We prepare you for ICV certification in Qatar: we organise the figures and documents for your ICV scorecard so the certifier you choose can check them. Ask for a proposal.

Who needs an ICV certificate
Suppliers that bid in QatarEnergy and other Energy Sector tenders need an ICV score. The score is used in the commercial evaluation of the bid.
The certificate is issued by a certifier prequalified by Tawteen, using your latest audited financial statements. Our role is the work before certification, so your scorecard and records are ready when your certifier starts.
What we do
We do the preparation; your certifier does the checking. The work comes in six parts.
Scorecard figures
We gather your local spend, Qatari staff and investment figures for the ICV scorecard.
Tie-out to audited accounts
We reconcile each scorecard figure to your latest audited financial statements.
Supporting documents
We put together the invoices, contracts and payroll records your certifier is likely to ask for.
Certifier questions
We help you answer your certifier’s questions while they check the scorecard.
Raising your score
We point out where spending, hiring and investment could add local value in future years.
Yearly preparation
A new certificate is needed every year, so we prepare the figures again each time.
Thiqa is not a Tawteen-approved ICV certifier and does not issue ICV certificates. Tawteen’s rules do not allow a certifier to act as a supplier’s ICV consultant, so the firm that prepares you and the firm that certifies you are always different.

Common questions about icv certification
Answers about the service, the work involved and what to prepare. Open a question to read more.
What is an ICV certificate?
An ICV certificate is the signed document that confirms a supplier’s In-Country Value score under QatarEnergy’s Tawteen programme. The certifier validates the supplier’s ICV scorecard against supporting documents, then uploads the signed certificate and a Factual Findings Report to the ICV portal. The score is then published on the Suppliers ICV Database used in Energy Sector tenders.
How do I get an ICV certificate in Qatar?
You choose a certifier from the list on Tawteen’s ICV portal and engage them. You fill in the ICV scorecard and send it to the certifier, who validates it against your documents. After the score is confirmed online, the certifier uploads the signed certificate and Factual Findings Report. The portal says the process takes two to three weeks on average.
What is an ICV audit?
An ICV audit is the certifier’s check of your ICV scorecard. The certifier tests the figures you report against your latest audited financial statements and supporting documents, then approves the score and uploads the signed certificate with a Factual Findings Report. It is separate from your yearly financial statement audit, though Tawteen’s portal allows one firm to do both if it is a prequalified certifier.
How is the ICV score calculated?
The official formula is ICV Score = (Eligible Local Cost / Total Cost) + Bonus. Tawteen’s ICV portal sets out which costs count as eligible local cost and how bonus points are earned. Your certifier applies those rules to your audited figures, and our preparation makes sure the figures are organised for that check.
Who can issue an ICV certificate?
Only ICV certifiers prequalified by Tawteen can issue the certificate. The ICV portal describes them as chartered accounting firms, and QatarEnergy appoints and oversees the list that suppliers choose from. A certifier must stay independent and may not act as an ICV consultant to any supplier, including its own clients.
Is there a simpler ICV process for micro and small suppliers?
Tawteen offers a simplified certification process for eligible micro and small suppliers, and some suppliers may qualify for certificate extensions or an exemption from mandatory certification. These are different arrangements, with different effects on tender evaluation. Ask your Tawteen-approved certifier to confirm eligibility and the tender requirements before assuming a new full certification is needed.
Is an ICV certificate mandatory?
Yes, for Energy Sector tenders. Tawteen’s ICV portal says ICV is mandatory to bid in tenders with the Energy Sector, and a supplier without an ICV score on the bid closing date is disqualified in the commercial evaluation unless exempted. There is no minimum score, but the score counts in the evaluation.
