E-invoicing services in Qatar

Thiqa Consulting helps companies in Qatar get their invoicing ready for e-invoicing. We review how your invoices are issued today, check the customer and supplier data behind them, plan the changes with your software provider and train your team. When the General Tax Authority publishes the final rules, we check your invoices against them.

What it is

Who should prepare for e-invoicing

Qatar is moving towards electronic invoicing. A draft law and its executive regulations have been approved by the Cabinet, and the General Tax Authority will set out who is covered and when once the law is issued.

Changing how invoices are issued takes time. Customer and supplier records need to be complete, every system that issues invoices needs to be known, and the software provider needs time to make changes. Companies that start early avoid a rush when the rules arrive.

Our service

What we do

From reviewing your invoices today to checks after the switch, the work comes in six parts. You choose what you need.

  • Invoice process review

We map how invoices, credit notes and debit notes are issued, by which systems and by whom.

  • Data review

We check customer and supplier records, invoice numbering and Arabic details for gaps.

  • Gap report and plan

A written action plan that you and your software provider can work from.

  • Work with your software provider

We share the requirements, review their plan and join test sessions as your finance adviser.

  • Staff training

We take your finance team through the new invoicing steps.

  • Checks after the switch

We review a sample of issued invoices and reconcile them to your books.

We do not build system connections, act as an e-invoicing provider or sell software. Those stay with your software provider.

Questions

Common questions about e-invoicing

Answers about the service, the work involved and what to prepare. Open a question to read more.

Is e-invoicing mandatory in Qatar?

Not yet. On 6 May 2026 the Cabinet approved a draft law on e-invoicing and its draft executive regulations, prepared by the Ministry of Finance with the General Tax Authority. The law has not yet been issued, and no official scope or start date has been announced. We update this page when that changes.

When will e-invoicing start in Qatar?

No official date has been announced. Some advisers have published expected dates, but the General Tax Authority has not confirmed any. The start date, and which companies are covered first, will be set once the law is issued. Preparing your invoices and data now leaves time for the change.

Is e-invoicing linked to VAT in Qatar?

Qatar has no VAT in force today, and the Cabinet statement on the draft e-invoicing law does not link it to any particular tax. Excise tax has applied since 2019. E-invoicing is presented as a way to build reliable invoice records for regulatory and oversight purposes.

What can a company do to prepare now?

List every system that issues invoices, clean up customer and supplier records, and ask your software provider about its plans for Qatar. Keep invoices and records in good order: the current income tax rules already require books and records to be kept for ten years. We can take you through each step.

Do we need new accounting software for e-invoicing?

Not necessarily. The General Tax Authority has not yet published technical requirements, so it is too early to say what each system must do. Many software providers will update their products. We review your current system against the rules once they are published and tell you what needs to change.

Can you help with e-invoicing if you are our auditor?

No. Qatar’s audit law does not allow an auditor to audit a company it provides consultancy work to, and changing how invoices are issued affects the accounts we would audit. If we audit your company, another adviser should support your e-invoicing project, and we tell you this before any work starts.
